Yes I was in Europe in Jan. Which part are you intending to go to? I was in Paris and several parts of Italy. Weather was generally cold given that it was winter haha. If I recall correctly, it was around 3-8 degrees. Meals wise, it really depends on where you go as well. I think to be safe, you can probably set aside about 15-20€ per pax.
